Biographical Text

Julia Clifford Lathrop was a social workers and civil servant who was the first woman head of a government agency. Lathrop was a classmate of Jane Addams at Rockford Female Seminary, but completed her education at Vassar College. She joined Hull-House and worked to improve county poor houses and charitable institutions with the Illinois State Board of Charities. Lathrop believed in civil service and professional social work and worked with Graham Taylor to found the Chicago School of Civics and Philanthropy (which later became the University of Chicago's School of Social Service Administration). In 1912, Lathrop moved to Washington to take over the newly formed United States Children's Bureau. Under Lathrop's direction, the women staff of the Bureau investigated the causes of infant and maternal mortality, child labor and other issues. The Children's Bureau published informational bulletins, answered letters, and secured passage of the Sheppard-Towner Maternity and Infancy Act that enabled states to receive funding for infant and material health services (1921-1927). Lathrop resigned from the Children's Bureau in 1921, taking up presidency of the Illinois League of Women Voters, working for the League of Nations, and investigating conditions at Ellis Island. Lathrop never married. She died in 1932.

Lathrop met Jane Addams at Rockford Female Seminary where they were classmates. In 1890, Lathrop joined the Hull House community, working as a nurse and counselor for smallpox victims. Lathrop also formed the Plato Club, a group that discussed philosophy.
