Dear J. A.

It was a mess that I found in Washington last Tuesday as to the Council. This week may put matters in a better light. I am awfully sorry that so good a plan should have had such bad fortune.

It all was so uncertain [page 2] that I advised Mrs Odell to take the place over the Book shop; -- since I suppose the League will now have its permanent office in Washington and the Council is a brief organization at best. I think that the League is better off & more influential in its own quarters. If the Council comes to be a strong activity the League as a constituent body [page 3] participates on the same basis as all the rest. I confess I cannot write out the whole case today but my judgement was against making an issue on entering the Council building with the League office & when Mrs Odell asked me I so advised.
