To the Members of the Executive Board:

I am enclosing a copy of the revised draft of the statement drawn up by Mrs. Mead, in which have been incorporated the suggestions received from the different members of the Board.

It has seemed best to some members of the Board to delay the publication of the statement for a short time and we would be very glad to receive additional suggestions in reference to it.

In the meantime, we are sending out to all our members, without comment, copies of the enclosed statement from the Union for Democratic Control in England.
