TO MEMBERS OF THE EXECUTIVE COMMITTEE:

We are at work collecting names of persons who would probably be glad to sign an appeal to President Wilson to lift all trade restrictions with Russia. Will you please send us at your earliest convenience the names of such persons as in your [judgment] would be glad to cooperate in this effort. We are anxious to get this appeal off at the earliest possible moment.

You will be interested in the enclosed copy of a note from Mr. Lamont in reference to our appeals to the President in connection with the Treaty.
