Superior, Wis., March 4, 1915.

The President:

The emergency peace conference in national conference at Chicago, on Saturday last, adopted a plan of arbitration without armistice for the termination of the war. A committee consisting of Jane [Addams], myself and others was appointed to request an appointment with you at such time as will suit your convenience, to present the plan of the conference to you. Our thought is one of kindly helpfulness, not of interference or criticism. We trust, therefore, you will give us a hearing. Anytime next Friday or Saturday would suit us, but we will be glad to suit your convenience.
