The American Minister to the Netherlands.

Dear Mr. Garrett,

This letter will introduce Miss Jane [Addams], Miss [Carolena] Wood and Doctor Alice Hamilton.

They have been anxious for some time to visit Germany in the interests of private relief measures, but at my insistence have held their plans in abeyance pending the signature of the treaty.

They are now ready to proceed and I request for them whatever consideration and assistance is possible from the Embassy.
