My dear Mr. Burns:
I am venturing to send to you a friend of mine, Mr. Louis P. Lochner, who has been acting as General Secretary for the Neutral Conference sitting at Stockholm. He has a very interesting report to make concerning the efforts of the delegates from the six neutral countries who composed the Conference. I shall be very grateful for any time that you may be able to give him.
