My dear Miss Addams,

I think the plan Dean Lewis presented to the Conference in York on November 26th was not clearly understood nor quite sufficiently developed at that time. I enclose a statement submitted to Dean Lewis and a tentative plan for a National Progressive League which has also been seen by Dean Lewis. It does not go to you with any endorsement from him because he has been occupied with the Legislative Committee, and could not take this matter in hand. It is with a good deal of hesitation that I have come to the point of sending the plan to you and Miss Kellor and to Mr. Perkins and Mr. Kingsbury. But if it should prove valueless, no harm is done.
