I have been having some correspondence with Chrystal Macmillan in regard to the Suffrage Congress in Madrid in May. The rules of the I.W.S. Alliance would permit us as I understand it to send two fraternal delegates, from our League as such and two from each of our National Sections. I hope that as many sections as can possibly do so will send delegates, but I am writing you this morning in regard to representation of the League as a whole.

I should like to know whether, if appointed, you could represent the League at Madrid as its fraternal delegate. I am sending this query to all the members of our Executive Board except Miss Macmillan, whose position as Secretary of the I.W.S.A. would prevent her representing us.
