OUTLINE OF AN INDUSTRIAL SOCIAL POLICY.
The dominating purpose of this policy is to secure the conditions of normal life for workers by social cooperation.
Cooperation includes <(1)> individual energy, (2) sound domestic conduct, (3) intelligent direction of voluntary associations, (4) church activity, (5) municipal, county, state, and national government.
I. HEALTH IN RELATION TO LABOR.

a. Prohibition of unfit employment, as to age, and as to kind of employment, as saloons, acting, begging, street trades, messenger service, etc.
b. Regulation of permissible employment.
c. Playgrounds and play.
2. YOUNG PERSONS. (14 to 17 years)
a. Prohibition of unfit employment, as to age, sex, kind, duration.
b. Regulation of permissible employment, as to age, sex, kind, duration, shop conditions.
3. WOMEN. (See women's trades exhibit)
a. Prohibition of unfit employments, as mines, night work, heavy, rapid, prolonged, and saloons.
b. Regulation of suitable employment, as to duration, rest, physical surroundings, childbearing (both before and after confinement) and night [end fragment]
