My dear Miss Addams: --

I am enclosing herewith a memorandum of certain matters which I feel should be brought to the attention of the Executive Committee of the Progressive National Party. The memorandum is self-explanatory.

I have felt impelled to do this by the same sense of devotion to the cause in which I believe, which has impelled me for some nine months to bend every energy to forward the Progressive cause. I am convinced that I am not alone in the feeling that in the beginning of the Congressional Campaign of next year, the party must purge itself of all that is a source either of superfluity or of weakness; that we must, as Col. Roosevelt says, "Strip for battle."

It is with this purpose, and this purpose alone, that I have prepared the accompanying memorandum.
