My dear Mr. [Wallas]:

After rather a stormy and a very unsatisfactory year on the Chicago School Board, I find myself more anxious than ever to know of the real reasons for taking over the London School Board into the Committee of the London County Council. If you feel as if you could send me a few of your conclusions which might serve as sign-posts I should be very grateful. John Burns gave me an account which was more dramatic than detailed and really left me rather bewildered. There seems to be a real need of bringing public education into the line of democratic self-government, but the undertaking also seems to be encompassed with the greatest difficulties. I wish [page 2] very much that some happy chance were to bring you to America next year. We sadly need the help which you might give us.
