Biographical Text

Henry Winter Davis was a U.S. Representative from Maryland. He attended Wilmington College, St. John's College, Hampden-Sydney College, and Kenyon College. He received his law degree from the University of Virginia. Davis practiced law in Virginia and Maryland before he was elected to the 34th Congress as a member of the American Party. He also served in the 35th and 36th Congress and was elected to the 38th Congress as an Unconditional Unionist. Davis was chairman of the Committee on Foreign Affairs and a co-sponsor of the Wade-Davis Bill of 1864, which strongly criticized President Abraham Lincoln.

Davis died in 1865.
