WOMAN CONQUERER OF GRAFT, SAYS MISS ADDAMS

WICHITA, Kas., Oct. 23. -- "Women have a right to the ballot, I believe," declared Jane Addams in a speech here. "But it is not for that reason I am so anxious to see them have the right to vote. Women need the ballot to fight political graft in its encroachment on humanitarian work. Women alone can conquer graft in charity work."

Miss Addams spoke to two crowded houses in this city this evening. In a political speech at the Forum she declared that "America is twenty years behind Europe in all forms of industrial legislation."
