[page(s) missing] It is always very encouraging to hear from you, and while I have not in the least abandoned the scheme and have used the pamphlet constantly so that I almost know parts of it by heart, I do feel that certain changes would be advantageous. Of course, the real time to demand mediation would be at a moment of deadlock, but I am sure that just <probably> now in view of the Russian situation, England would be recalcitrant about beginning.
