My dear Mr. Reinsch: --

We are planning a Peace number of the Survey, taking the war from the point of view of its reaction upon social progress -- or, at least, efforts toward that end.

Would it be possible for you to write something for us in regard to the colonial policies as they have been involved in bringing about the war? I know I am making a very large request, but the tendency has been to make the "causes" too restricted and immediate.

If you could give us even a short article on the colonial policies as they have made for the war, we shall be most grateful. We are planning the Peace number for February and the material need not be in before January 12th. As I make the request I am amazed at my own temerity, but still venture to hope that you will care to grant it.
