I enclose herewith copy of ordinance creating a Department of Public Welfare, which I introduced in the City Council February 9th. The ordinance has been referred to the Judiciary Committee, and a hearing will be held soon to consider it.
This ordinance was considered at a conference held while you were in the East, attended by Dr. Taylor, Dr. Favill, Miss Breckinridge, Mrs. Emmons Blaine, Dr. Henderson, Mr. Hooker, Mr. Kingsley and a number of others. It was the judgment of those present that the ordinance be introduced and an effort made to secure its passage.
I am expecting to call another conference in the near future and hope you can be present at that time.
