Dear Friend:

Mr. Ricker and Mr. Liggett inform me that they are negotiating with you to take over their committee. I think you want to know that we are going rather slowly, as they do not seem to have a very clear program. Mr. Liggett told me yesterday, and I tell you this in confidence, that their expenses to date have been over $30,000. and so far they have not gotten that much in. I do not believe that we will be willing to finance them, for if our committee is willing to put as much money as that into organization work, they would certainly do it under their own auspices rather than by working through regular publicity men. However, we are awaiting developments and hope that you will go rather slowly in definitely joining up with them.

Yours sincerely,

Executive Secretary.

Encl. Copy of a letter which I wrote to Mr. Ricker on March 10th, which I think may be of interest to you.
