Dear Miss [Addams]:--
I have your favor of the 11th instant, addressed to the Speaker of the House.
Under the rules of the House I have treated it as a memorial and referred it to the Committee on Immigration and Naturalization. I read your letter with great interest. There is much of valuable suggestion, as it seems to me, in it. I have called the attention of the press to it. I do not know how far they may give it publication. I wish they would publish it entire. If they do not, why not give a duplicate of it to the Chicago press. I thank you.
