My dear Miss Addams:

As you spoke this afternoon of receiving suggestions from all sources, permit me to contribute the [enclosed], in regard to giving private citizens in the war swept areas the means to start business again. The fund proposed would be collected from the belligerent nations; and in view of the benefit to all the world perhaps even the neutrals might contribute. This is also intended to eliminate the question of national indemnities from the peace negotiations. [page 2]

Of course there would be practical difficulties in making such a reimbursement, but these could be overcome at least in part.
