My dear Miss Kellor:
I have yours of July 17th, and am all for a presentment by the Progressive National Service, as to a commitment on <the work before> the Industrial Relations Commission.
As a matter of natural procedure, now that Miss Addams is back, it would seem to me that such a presentment ought to come before her and her appropriate chairman (in this care Dr. Moskowitz, Men's Labor; Miss McDowell, Women's Labor; Miss Kellor, Immigration) for an affirmative action in sending it out. I suggest this, as some pretty fundamental questions of policy will naturally be at stake.
