My dear Miss Addams:
Mr. Smoot has today presented to me your letter of May 8 anent permission of the Senate to allow discussion by one of you before the Senate of the statements made by Mr. Wilson. I beg to advise you that this matter is entirely within the hands of the Senate as to whether such permission would be given. I told Mr. Smoot I would be only too glad to bring this to the attention of the Senate today but he decided he did not wish this done, consequently, following the suggestion of Mr. Smoot, I can do no more in the premises.
At this time, I wish to state, that Mr. Wilson was allowed by the Senate to make a talk and not by me as the Presiding Officer has not the right to grant such privilege.
