I quite agree with your decision in regard to the Congress versus the Conference. I was merely startled by the English announcement and thought it might possibly give us a little more leeway. However, the Executive Board will be a little stiff about their prerogatives when it comes to the public ↑business↓ meetings, which is indeed quite right.
