Dear Miss Wood,
I have your letter of the 25th inst. and, of course, will be glad to see you and Miss Addams on March 6th.
I am afraid, however, that the United States Government can do nothing in this matter without authorization from Congress and, as you know, the Congressional calendar is frightfully overcrowded. I have taken this matter up myself with the Secretary of State and I know how he feels. You may be interested in the enclosed table, which shows that the total number of men whom we can reach now is relatively small.
I think the whole job could be done for about [$3,500,000.] or $4,000,000.
