My dear Jane Addams,

When I saw in the papers of the 25th the list which had been inscribed in the records of the Senate containing the names of those who had not helped win the war and your name at the head of the list, I couldn't help thinking of the comparison that I have tried to make in the enclosed. I had so much fun doing it that I thought I would send it along, knowing that your own sense of humor would be appealed to, and that you would pardon the liberty taken. Isn't it a pity that a sense of humor isn't made one of the qualifications for Government offices.
