My dear Miss Marshall:
May I present my friend, Mr. Louis P. Lochner, who has been acting from the beginning as General Secretary of the Neutral Conference sitting at Stockholm. He gives an interesting account of neutral public opinion as reflected through the delegates of six nations who have met there. He is anxious to meet Mr. Lloyd-George. I do not know how possible that will be, but remembering your kindly offices for me in the same matter, I am sending him to you for suggestions.
