Dear Madam:

After finding that you are opposed to the $500,000,000 appropriation for an increase in our navy, and I being one of the Inter-High-School Debates from our school, thought I would take the liberty in asking you to favor me in sending me such material as you may deem best for the negative side of the question, the query being Resolved: That the U.S. should adopt the policy of greatly enlarging its navy.
